Programme Results

Over its five-year lifetime, the ClimSA Programme has laid the foundations for a more climate-resilient future across the African, Caribbean and Pacific States (ACP), transforming how climate information is produced, shared and applied in decision-making. Through strong partnerships, strategic investment and capacity building, ClimSA has delivered lasting impact across five key areas, each contributing to more informed, inclusive and responsive climate action. Stakeholder Engagement: for more Structured and Effective Interactions

One of ClimSA’s greatest successes has been structuring meaningful interaction between climate service users, researchers and providers throughout the ACP regions. By facilitating regular dialogue, national and regional consultations and sector-focused forums, the Programme has bridged long-standing communication gaps, ensuring that the development of climate services is firmly rooted in real-world needs and informed by both science and local expertise.

Climate Services Generation and Delivery

ClimSA is transforming how African, Caribbean and Pacific regions gather, store, process and share climate information, transforming a complex technical challenge into a strategic opportunity. By building a robust network of data, tools, infrastructure and expertise, the Programme helps Regional Climate Centres and National Meteorological and Hydrological Services translate climate risks into climate‐smart decisions.

Expanding Access to Climate Information

ClimSA is bridging vital climate information gaps across the African, Caribbean and Pacific regions by pinpointing data needs, designing observational networks and crafting implementation plans so that priority sectors have the information they need to adapt. By strengthening links between international, regional and national systems, ClimSA has improved data sharing, collaboration and information flow for Regional Climate Centres and National Meteorological and Hydrological Services.

Strengthening Capacity for Climate Services

ClimSA implementing bodies, in close collaboration with partner agencies, including the African Union Commission (AUC), the European Commission Joint Research Centre (JRC), the European Organisation for the Exploitation of Meteorological Satellites (EUMETSAT), the WMO, the European Centre for Medium-Range Weather Forecasts (ECMWF), the National Observatory of Athens (NOA), the African, Caribbean and Pacific (ACP) Regional Climate Centres (RCCs), as well as the Secretariat of the Organisation of African, Caribbean and Pacific States (OACPS) as the contracting authority, have worked together to design and implement the CBS. Each RCC rolled out a customised version of this strategy.

Mainstreaming Climate Services for Policy and Decision-Making

Perhaps most importantly, ClimSA has helped mainstream climate services into policy processes across the regions. Climate-informed decision-making is no longer an afterthought, it is becoming standard practice. By embedding climate knowledge into planning, disaster risk reduction strategies and development frameworks, the Programme has supported a cultural shift towards evidence-based governance in the face of growing climate threats.

The legacy of ClimSA is clear: stronger institutions, better data, empowered stakeholders and more resilient societies. As the Programme concludes, these outputs provide a strong foundation for future climate services initiatives. Now is the moment to scale these successes, replicate best practices and sustain momentum—ensuring that the benefits of ClimSA continue to grow and serve the African, Caribbean and Pacific regions for generations to come.
