Since its inception, the Intra-ACP Climate Services and Related Applications (ClimSA) Programme has steadily transformed the way climate services are generated, shared and applied across the African, Caribbean and Pacific (ACP) regions. Anchored in a €85 million investment under the 11th European Development Fund, ClimSA set out with a clear mission: to strengthen climate resilience by putting science-based climate services at the heart of decision-making.
Today, the results speak for themselves. Across 79 countries (48 in sub-Saharan Africa, 16 in the Caribbean and 15 in the Pacific) ClimSA has made tangible strides in closing the gap between climate science and the people who need it most. Whether farmers seeking seasonal forecasts, health officials planning for disease outbreaks, or energy managers adapting to shifting weather patterns, the tools, data and capacity delivered by the programme are helping shape more informed and resilient communities.
A key element of ClimSA’s success has been its commitment to building and sustaining strong Regional Climate Centres (RCCs). Through a carefully designed package of technical and financial support, the programme has enabled RCCs and their networks to not only improve the quality and reach of their climate products, but also to align more closely with World Meteorological Organization (WMO) standards, paving the way toward formal designation as WMO-RCCs.
At the core of this transformation lies a structured approach to stakeholder engagement. By establishing and strengthening User Interface Platforms (UIPs) at national and regional levels - 54 in total - ClimSA has opened up essential spaces for dialogue between climate scientists, decision-makers and communities. These platforms ensure that climate services respond to real needs and are continuously shaped by users on the ground.
In parallel, the Programme has made significant investments in infrastructure and systems. From the installation and operationalization of ClimSA Stations and expansion of Climate Services Information Systems (CSIS), to the development of new policy tools and knowledge products, the initiative has enhanced the entire climate services value chain. More than 2,400 professionals have received tailored training, and over 30 peer-reviewed publications now enrich the global knowledge base on climate services.
Importantly, ClimSA has not stopped at technical improvements. It has actively promoted the mainstreaming of climate services into policy processes, ensuring that climate-informed decision-making becomes the norm rather than the exception. This shift is visible in the number of policy dialogues, impact assessment reports and national strategies now grounded in climate data.

For Regional Climate Centres, this document offers not only a source of evidence to communicate results, but also an advocacy tool. By showcasing what has been accomplished, RCCs can demonstrate their value to partners, donors and communities, and chart a confident path forward.
